Mapping a learning plan to a job profile

Mapped learning plan to a job profile and it did not get to all users

We have our users mapped to a job profile to ensure that they get the right training. I created a new learning plan and then mapped it to a specific job profile. There are some users with this job profile that did not get the new mapped learning plan. Do you know why this would be happening?
