Do mega Course catalogs really work?

Let's say we got down Learn as the Compliance tool. Has anyone had to make the argument - buy more and they will come?

So we hit a new high this year with a little over 22k sessions recorded within a week. Woot! Woot! At my scale? Even that's a lot. But this is because these are "compliance domained courses", are made mandatory, and our early birds with OCD want to get the task done. Continued growth in the utilization of the system.

I keep thinking - if I had more "other learning", even more will come in and maybe we can make some strides towards a learning culture. Who knows? Maybe we can create a speed bump and get beyond the 1k Sessions on average per weekday. But there is literature suggesting that folk feel they don't have the time for it. Would hate to do an investment and not see our environment engaged.
