Deep Link gets "tweaked" when saved using Google Chrome

We have a Learning Plan message that contains the following deep llink:

https://utsw.learn.taleo.net/learn6.asp?id=178409&courseid=3283

We used the HTML option to edit the message, using Google Chrome.

When completed, the message was saved.

Reopening the message in HTML, Google Chrome, the link has become:

https://utsw.learn.taleo.net/learn6.asp?id=178409&courseid=3283

with & replacing the & between 178409 and courseID.

If our users open the email in HTML, the link works; & is replaced with &.

If our users open the email in plain text, the link does not work; it still contains the &.
