How to handle approvals in Fusion if the approver in the list is null

We came across an issue with Approvals in Fusion. The approval rules are as below

  1. Change Personal Information should got to Employee Services for approval
  2. Employee services is Area of Responsibility based on BU and Department combination
  3. If a new hire does not have Department populated and she/he changes personal information, the approval transaction is failing

Is there anyone who came across such scenario where approver is null? How did you handle that in BPM rules so that the approval in such cases are not failed and gets routed to a particular person? Any pointers/workaround will be appreciated.
