Language packs - free?

Hello,

 

Does anyone else use the European language packs? 

 

We had 1 SR open which said they are free and take around 3 hours per language pack to install.

 

Another SR to request installation directs us to our CRM to find out about prices - confused?

 

Good to hear what others know on this?
