Counting Candidates in "Pipeline"

Hi! I'm trying to build a report that shows the number of "active" (what we consider active) candidates by requisition, recruiter, department etc. What we determine to be active is not in application review, offer, or hire, and not rejected or withdrew. So basically any other step/status combo. This is the formula I've tried so far but it's not calculating correctly:
