Termination - Immediate or Deferred box

Hello,
Do other users see the box below when submitting a termination?
Some of our managers are clicking defer processing which we believe stops the workflow running until the date of the termination. This causes a backlog with payroll as they are not notified at the point of processing.
The wording is slightly confusing because immediate sounds to manager like their account will locked immediately but this is not the case,
How do other companies manage this, can was switch off the deferred option?
