Bulk loader - When generating enrollments - we need to be able to disable our messaging

The idea was brought up in June.

I live in a hybrid world where we use our notification templates to give administrators a predictable usage of the notification system.  But we are doing fancier and fancier things with the bulk loader. And soon we are going to be moving in even more historical ILTs into the system via some automation tricks with our own forms. That business will force me to turn these OFF at the global level - forcing my administrators to cherry pick the correct ones.
