Is SCORM 2004 Third Edition compatible with Learn

We asked a third party vendor to publish in SCORM 2004 3rd edition but are receiving an error, I am positive we used this a few years ago for a different course and it was fine. I am trying to figure out if the issue is on the LMS side or their side.
I've enclosed an image of the initial error we receive when we launch the course both in Chrome and IE11.
Thanks for any input you all may have!
