LP Deadline - morning or night?

I've made an assumption about what the deadline on an LP means, and I wanted to get feedback to confirm.
My LP has a "By Date" deadline of 10/22/17 .... does that mean the learner has until 11:59 PM on 10/22 to complete, or will it be past due after 11:59 PM on the day prior 10/21???
I've always assumed you'd have the whole day of 10/22 to complete, but since it's on a weekend, I don't want people to struggle with becoming past due on a high visibility program.
