When a HR specialist requests an area of responsibility for an employee within Fusion and this request is rejected by the approver, the requester receives an empty notification of the rejection. These fields should be filled in order to be able to know which areas and for which user this request was rejected. In case you have more than 1 request open you have to figure out yourself which request was rejected. 

The feedback on Oracle support on this issue is: 

Rejection notification does not contain the data is expected behavior from the framework point of view.similar behavior is observed from other UI as well i.e personal information.
