Does the "Recommended Learning Details Notification" scheduled program work

We have been looking into Notifications, and I know there is a Scheduled Process called "Recommended Learning Details Notification" that has the following description: "When a video is shared with users, this scheduled job retrieves the relevant video data and pushes the necessary information through notification to the targeted employee."

I tried testing this, but could not find any workflow notifications that were generated. I'm not sure if this has been replaced with the advised method of using BI Agents for notifications. Does anybody use this program, or can confirm if it should work as described?
