Integrations and generating reports not based on completion date but creation date

Doing historical loads creates a type of challenge on an integration that we are doing where we setup a BI Report to go to our FTP site and to collect a "window" of time for completions. If a person loads historical data with the bulk loader? Completions run a risk of falling outside of the window that you specify especially if you do not have monitor to process historical record loading.
A better method would be to create a window based on a concept like a "record creation date". Has anyone fight this fight? And won?
