Renewable Certification/Compliance Course Setup

Wondering if anyone has had experience with setting up renewable compliance courses (i.e. courses having a Required Learning Initiative, including Advanced Rules for renewal periods) and can provide any lessons learned.

I'm hitting issues trying to configure these. I'm finding that I can only configure a renewable initiative at the course level, not the offering level. I'm not sure if this is intended behaviour that was added in the last update?  In my testing, when a learner logs in and completes an offering for the required course, the completed offering is listed as Voluntary learning, and the course remains due. It seems as if the completed offering is not matched back to the Required course.
