Edit button missing for older courses

I'm trying to organize and clean up some of the older courses that I inherited when I came on board so they follow my new naming standards. However, it seems that in some LCs I have the "edit" button available and in others I don't... how do I make this available for all LCs? I do know that it works in my Home LC and all of my subs have "inherited" settings...so they should be mimicking the parent/Home LC...
I've attached a pic to show my meaning.
I found some old posts discussing this, but none of the tricks mentioned seemed to fix the issue.... I'm using Google Chrome.
