Confusing Information about job roles and application roles

How to know which job roles can be assigned directly to the employees? and which can't be. For ex. HR Specialist can't be as it requires security profile and can only be assigned via data roles. Is there are definite way to know. Also is it that only application roles can be assigned directly. Please clarify. Thanks in advance.
