Total Approved Users - BI Report Data Not Matching Users (Approved) Filter

I want to pull a report of all Approved Users and their Last Accessed date. From the Control Panel > Users, if I filter on all Approved Users the total is 4Content
I want to pull a report of all Approved Users and their Last Accessed date. From Control Panel > Users if I filter on all Approved Users the total is 4915.
If I launch the User Login report and in the parameters I set it to Include Users with the following LearnCenter statuses: Approved...and then for the Login Date I select a From date of January 2013 and a To date of today, shouldn't my total output be for 4915 Users? Instead there are only about 2500 Users in my report. I'm not understanding why this is happening? I must be setting some parameter incorrectly?
