Using Videos in WBT courses

I have been asked to create a number of WBT courses in Learn that will each consist of a 45 minute video, and an assessment. Creating the course and assessment isn’t an issue. Getting the right video format, hosting it in the right place, and using the best browser to view the course, is.
Chrome is our recommended browser for interacting with Learn. We have previously tried to use a 10 minute MP4 video in Learn and found that learners that used Chrome would have to wait, on average, 3 minutes for the video to load. I see in Learn Help that the four accepted video formats are MP4, ASF, RM, and WMV if using the WYSIWYG editor, and 20mb is the top file size
