How can i cascade from a depleted accrual to an unpaid element? (payroll only)

Hi Everyone,

How would one go about setting up a cascade from a absence bank to an unpaid element using only the payroll module?

A little background on the scenario:

The Government of Ontario has mandated that every worker must be given ten Personal Emergency Leave days as of Jan 1 2018.  Two of these days must be paid, the remaining 8 do not.  Currently when we import our time data from an external TLM the system, it gives us a dead stop error in payroll if we submit hours in excess of what is available in the existing HCM absence banks, we manage this manually for Vacations, since most folks do a pretty good job of tracking those, but with these new legislative requirements I would really like to
