We did like to maintain two elements tied to every employee. A hierarchy tree will also be maintained by HR Admins for reporting purposes.
1) Cost Center - Every employee right from hiring will be tied to a cost center. A cost center tree will also be maintained.
HR Admins (From 'Person Management' page) as well as line managers (From 'My Team' should have the ability to modify employee's cost center value.
2) Department info - Every employee will be tied to one department.
Similar to above, HR admins and line managers should be able to modify these values.
