Creating Implementation Users on R13

Hi Experts,

Is my first time implementing Oracle HCM Cloud on Fusion Release 13, but I have a problem when i try to add roles for my implementation users for first time from my service admin account, the add button on roles is deactivated. on R12 this not happen. 

any have idea for this behavior? Please help us.
