Create a custom link on navigator to open a page rather than using work area

Hi,

I would like to provide access to users to one of the setup screens, not providing access to "Setup and Maintenance" screen. I would like to place a custom link on the navigator and direct user to the page directly. For example, navigate to "Manage Departments" page without using "Setup and Maintenance" but clicking custom link. Reason being I want to restrict user's ability to search for all setup tasks except "Manage Departments".I would still need to add role to the user but I plan to hide or disable the "Setup and Maintenance" link. Let me know.
