enrollment report with mapped and unmapped data

Need help creating a report that shows null and not null dataContent
I'm seeing a theme when trying to create an enrollment report and I imagine it happens in other reports too. If a enrollment does not have any users mapped, the report doesn't show the enrollment even though it's active. I'm seeing the same thing when I add the category information, if an enrollment is not mapped to a category it doesn't show.
In the filters I can see a "null" option however I need a "null" and "not null" option.
I need the report to display enrollment data whether there is a user mapped to the enrollment or not. The user field can be left blank if not mapped.
