Absence Eligiblity Fast Formula Requriement

Hi Experts,

We have an  eligibility profile requirement  to make employee Eligible for other plan( Non FMLA LOA'  if employee not qualified  for any other Absence plans. we have different eligibility for each of the plans.

The requirement is as follows:

• If an employee DOES NOT qualify for any absence plans, then they should be eligible for the ‘Non-FMLA Leave of Absence’ plan.
• If an employee DOES qualify for any absence plan, then they should not be eligible for the ‘Non-FMLA Leave of Absence’ plan.

Can we achieve this at absence configuration level instead of doing at FF level. Any reference pointer or guidence  would help us lot on this .
