A Leader can't see any of their direct reports in My Team Goals

When in My Team Goals a Leader can't see any of their direct reports

We have goals set up, but when a Leader is in the My Team Goals page, their direct reports are not showing.  What am I missing in the setup?  It works perfectly in our test environment, so not sure what I'm missing.  I have ensured the Security Roles match.
