Permission to Change User Passwords

I see that under the Manage Users (Advanced) section of user permissions, I can grant the user access to change user passwords in all LearnCenters. Is there any way to grant users permission to change passwords in only one sub-LearnCenter?
We do not use our Root LearnCenter for training. We have a couple sub-LearnCenters, and we need our end-user support admins to have permission to change passwords in only one of the sub-LearnCenters. For security reasons we can't grant this permission to all LearnCenters.
Is there a way to do this?
