User Unable to Archive/Unarchive in OTBI

I created a new user, user B,  and added in User B every role user A has (I wonder if there us an an easier way than manually doing this.. oh well)... User B does not see option to Archive and Unarchive in OTBI, while User A does. I have triple checked to make sure  roles given are identical.

What am I missing ? <starting to pull hair>
