External identifiers with duplicate values

We are trying to load external payroll IDs into Manage External Identifiers area but are finding when a record exists for another employee with the same number but a different external identifier type it is not allowing the new record to be created. This is the same via HDL and manually entering a record. Surely the functionality should allow the same numeric value to exist across different external identifier types and records?
