How do you add a system card to a user created cluster?

Hi,

We have a user defined cluster created and wanted to add the Job card but could not find a way to add the card. The applicable cards categories options are Forms, Reports and Dashboard. Perhaps this limitation is intentional? 

Has anyone come across this?
