Leave applications are not auto approving

We are trying to get all annual leave applications to be auto approved in Fusion R12. However the current solution seems to be working only for those employees who have line managers assigned to them. Meaning if an employee who has a line manager assigned to him/her logs in and apply for leave then the leave application gets auto approved, and a notification is send to the line manager informing him/her of the employee's leave application. The solution does not not seem to work for the CEO and other employees without line managers. Their leave application status remains "Awaiting approval" when they log the leave application themselves. How do I get the CEO (and all other employees without line managers) leave application to also auto approve when they are logging the leave application themselves? The CEO insist on logging his leave himself. He does not want the HR Administrators to log his leave.
