Employees based in countries without an office

Hi

My organisation has employees based in countries where we don't have any offices - the employees are either home based or field workers. So far we've been assigning these employees the same work location as the line manager, but the LM can be based in another country so not ideal. 

Has anyone else experienced this issue, and what solutions have been used?
