BI User Report and learning items

When running a BI User report - are only active learning items (enrollments and learning plans, specifically) reported on? Is there any way to change that so that inactive items can be captured?

When I run an enrollment or learning plan report, I am able to report on the inactive ones - it just seems like from the User report I am not.
