Your cloud subscription service dictates what offerings you are permitted to implement and use. Configuring Offerings should be your initial task after activating the Oracle Cloud Application Services.  See Oracle HCM Cloud Release 13 Functional Setup Manager Enable Offerings FAQ (Doc ID 2354606.1) for detailed instructions.

Starting Release 13 Navigator or Menus appear only if the associated offerings are enabled through My Enterprise – Offerings access card. Thereafter, navigation and springboard access are honored via the user’s security function privileges, read Doc ID 2244963.1 for more information.
