Learning Plan Bulk Loader and Messaging

Hello hive mind -

I'm testing the use of the learning plan bulk loader to map users to a learning plan. I have the column for messages set to Yes and the message that "you've been added to a learning plan" message is active. However, in my testing process I did not receive any message that I was added to the learning plan even though the mapping was successful.

Has anyone else encountered this? Assuming I need to open an SR but thought I would check here first. I thought I remembered someone post something about this already but if they did, I can't find it. Apologies if it's been discussed already!
