Learing Plan Settings Link in the Control Panel

We have an Admin user, Report_Admin, that creates and shares BI Reports.

Report_Admin has full security permissions for:

View Content

Use Communication Tools

Manage Reports

Manage BI Reporting

Report_Admin has these other, selected permissions:

Manage Users (Basic): View User List (Required for other user admin permissions)

Manage Control Panel Main: View Control Panel Home Page

Manage Options: View Management Links (Required fro most options below. Must be selected to view management links and gain access to the Control Panel.)

Today I added this selected permission:

Manage Learning Plan: View Learning Plans

Now Report_Admin can see Learning Plans. Great, that was expected. Could not see this page before.
