Search for requisitions that have no attachments

Dear All,
We are doing an audit on our requisitions and one of the audit items is to look for interview evaluation sheet attached to the requisitions.
I was trying to only pull requisitions that have no attachments, or attachments that don't have pdf. file. please see image 1
The methods I have tried include
1. Transaction event type is not equal to "File Attached%"
2. Transaction event type description does not contain "File Attached%"
Neither of them gives me 100% accurate data, the accuracy is about 80% to 90%. Some requisitions with pdf file attached still show up in the report. We also don't have a naming convention on the attached file so it becomes difficult for us.
