Is the Print Profile on the Skills and Qualification page really limited to Only HR Specialists?

Is the Print Profile on the Skills and Qualification page really limited to Only HR Specialists?

Content

I'm going back and forth with the Support team and based on the conversation it appears that the "print" button found at the top of the skills and qualifications page is only available to HR Specialists. If an associates opens their own profile, or if a manager opens one of their direct reports' profiles the print button is missing (even if that associate and manager have edit access to that profile).

Is this the case or am I missing something. See attached screenshots. The first one shows me accessing my own profile, no print button.

Howdy, Stranger!
