We have a Learning Initiative set up to withdraw users who go out on LOA.   When the user returns to Active Status they should be enrolled via they Learning Initiative.   Our Learning Initiative withdraws the user when the status status but does not  create the new Learning Assignment when the user is returns to active status

The user is on the analysis and the Learning Initiative is set on the course.   This maybe a showing stopper for our annual compliance rollout if we cannot resolve,  so any input is greatly appreciated.
