Custom Enterprise Scheduler Job not showing to intended users while showing to others

Hi All,

I have created a custom scheduler job using "Manage Custom Enterprise Scheduler Jobs for Financial and Supply Chain Management and Related Applications". Selected "Payables" as an application. But the ESS job doesn't show to Payables users (Couple of non-payables users actually can run the report via ESS). Any Ideas?
