Address format - Format variation layout

City is not coming up as per the set-up

Hi ,

As per the Format Variation Layout, the City should show in the right of POstal code. But if you look on the End user side( in the left of the screen shot) the City is not showing up even if it's filled in the prompt . Am I missing something from the configuration or this is a bug?
