Updating terminated employee profile in Taleo

Currently we are not updating terminating employee candidate profiles in Taleo. Just their user/internal profiles are end-dated because we use the net change process.
However, then when a terminated employee (mostly our development program participants) come back to re-apply they don't know their user name (which was previously their employee number) and they also have their former @eaton email address on their profile, which is no longer valid.
We are trying to use TCC to update the user name to their personal email address and update their email address as well, but we are having problems with the integration. it is currently trying to bring over ALL terminated employees and is failing or hanging up (I'm not the technical person).
