A Way to Keep Learning Plans Open until Due Date

We are trying to configure an on-boarding learning plan. I've been trying different configurations but to no avail, I cannot seem to configure a way for us to keep a learning plan from being marked Complete before its due date. Here is the ideal situation:
- Set up a learning plan to be due after 90 days from enrollment
- Some courses will be made available
- Learning plan can not be completed until an assessment is completed. But the assessment would only be available 85 days after enrollment
- Create the learning plan with out using specific dates/due dates
