Documents and Documents of Record - duplicate types of documents

Summary

Duplication of fields. In Documents you can load Visa, Citizenship, Driver's Licence and passport. All of which you can also load in Documents of Record and just not include an attachment.

In ESS we have found 2 different places, Documents and Documents of Record, to load Passport, Drivers license, Citizenship and Visa information.  They basically store the same information but Documents of Record allows you to add an attachment, you have the option but you do not have to.  What is the intention with providing duplicate fields to load the same type of information in the system?  We have tried to not have duplicate fields in the system to store the same type of information.  This can cause issues with reporting - where do you pull the data from?  Training- what
