How can I restrict access to employees on Leave from MSS?

Summary

Managers would have access to all the employees that report to them. However, we would like to restrict the access to an employee when they are on Leave.

Managers would have access to all the employees that report to them. However, we would like to restrict the access to an employee when they are on Leave. This is in order to avoid to perform transactions or terminate them by mistake. HR Specialist should be the only ones that can see and change anything on the employee record when they are on leave.
