Default homepage to AtkHomePageWelcome instead of FuseWelcome?

Hi All,
Currently in Rel 13, some of our environemnts are showing default home page as the springboard, announcement area and has the URL: https://podname.fa.us6.oraclecloud.com/fscmUI/faces/FuseWelcome?
Another environment shows the welcome message as the default which we configured to show a custom outage message. This environment has the following URL: https://podname.fa.us1.oraclecloud.com/fscmUI/faces/AtkHomePageWelcome?
Is there a way to temporarily login and see the custom outage message as the default home page instead of the springboard area? We are currently in migration phase and want users to see the outage message instead of having access to the application.
