Is there a way to have messages sent out to people who are removed but still in Job Profiles

We put people in removed status to save licenses but when new training is added to their learning plans we need them to know that

We put people in removed status to save licenses but when new training is added to their learning plans we need them to know that.  Is there a way for the system to allow for that?   The real question is,  is there a status that allows for messages to go out to people who have an inactive licenses status?

 

Do I put them in the Pending approval status?    If so,  how do you work this when putting an expiration date on the Licenses?
