Issues with Managers being able to assign all learning plans

All of our enrollments are done through learning plans and adding users. We auto assign a lot of our learning plans through dynamic groups. However we have some classes that can't be handled through dynamic groups so we either add the users to the learning plans or we have the users managers enroll them in the learning plans. The issue popped up recently though that we have some learning plans that the managers can see but can't assign users to. I looked at the learning plans in question and they are set up exactly like ones that the managers are
