How do we get HR Specialist Read Only Role

Hi Team,

We have requirement where I will have Employee, Manager and HR Specialist role as well.

With Employee and Manager role I should be able to do ESS and MSS activities, but with HR specialist role I should be only do read only activities like I will be able to find employees from person management but I should have access to do any update/Correct at assignment and personal level.

I tried to create custom role with View Duties but it is not working.

Does any one have idea how we can achieve this requirement.
