Possibilities on making certain fields mandatory based on type of Hire, Say Gender.

Dear Experts:

We are in a requirement to make Gender mandatory for Hiring an Employee, and non-mandatory for contingent or non-worker. Could anyone please confirm on the possibilities, to make it done through EL, or some other way around if exists.
