Non Workers ability to report?

Hi Guys,

I'm sure there is a quick and easy answer for this one! we have an intern that we've currently set up as a non worker and he has all of the same user roles & permissions as our HR transaction team, yet he is unable to open reports - would this be because only employees are only to report on organisational data?

And if so, what would the work around be for this?
